Buying a home in Turkey
Foreign nationals are able to purchase property in Turkey on the condition that the purchase complies with legal restrictions and there is a reciprocity agreement between the country of origin of the foreign national, and the Republic of Turkey. This means that the real estate acquisition rights afforded to citizens and companies of a country are also given to Turkish nationals and companies. There exists such a reciprocity between Turkey and the UK, and as such, both Turkish citizens and foreign nationals have equal property-ownership rights.
There are areas in Turkey where foreign nationals are not permitted to buy property. These areas include military, strategic and security zones, and specific preservation zones. Upon purchasing a property the local TAPU (title deeds) office will check whether that property is within a forbidden zone. Other restrictions include only being able to own a maximum of 2.5 hectares of land before requiring approval from the Council of Ministers, and each province having a cap on the total area of land which can be owned by foreign nationals.
Turkey sits on the North Anatolian fault line and as a result has a long history of large earthquakes. As such, under current legislation, all buildings have to comply with construction and earthquake-proof regulations, these details are contained in the properties "Use of Building Permit" or "Habitation Certificate" which are issued by the local authorities.
There are two types of insurance policies for property in Turkey. The compulsory earthquake insurance DASK and non-compulsory property insurance. DASK (Turkish Catastrophic Insurance Pool) is a compulsory insurance policy that is mandatory for all buildings except public establishments and village settlement areas. It was established to cover the Turkish government against large compensation claims in the event of a major earthquake as most people do not purchase catastrophe insurance. Non-compulsory property insurance including holiday home insurance can be purchased from suppliers who are licensed to provide buildings and contents insurance in Turkey.
